In multiple regions across South Korea, the number of early voters has surpassed the total population registered in those areas. For example:

 

Taein-dong, Gwangyang: Population – 1,443; Early Voters – 1,778

Jungang-dong, Suncheon: Population – 2,491; Early Voters – 2,637

Haengam-myeon, Buan County: Population – 2,033; Early Voters – 2,461

 

These discrepancies have been documented by citizen observers who manually counted voter entries. In Gwangju, a polling station saw a 500-person discrepancy within six hours. In Busan, a 100-vote discrepancy was acknowledged and corrected after protest.

 

Despite these anomalies, the National Election Commission stated that a 23% margin of error is acceptable, which many civic groups argue is unacceptable given the razor-thin margins in presidential races.
