During South Korea’s June 3, 2025 presidential election, a citizen observer photographed a live vote tally screen at a polling station showing 2946 votes at 12:16 PM. However, the National Election Commission (NEC) later announced an official count of  2956 votes—10 more votes than what was seen on the screen

 

The discrepancy has drawn sharp criticism, especially since no correction notice or public explanation was issued. The image evidence, revealed in Lee Young-don TV’s special investigative report, has fueled renewed concerns about **post-count manipulation** within South Korea’s centralized vote tabulation system.

 

South Korea's electoral protocol stipulates that once the presiding officer stamps the vote count report (known as the 개표상황표), the numbers are finalized and transmitted to the NEC. There is no built-in mechanism to cross-verify final counts with real-time machine outputs  after this stamp is applied. Experts warn that such a system lacks basic transparency safeguards.

 

This is not the first case of vote count confusion. The same broadcast highlights another incident in Jeonbuk province where 3793 + 270 votes were incorrectly summed up as 8494 votesmore than double the actual total The error was only corrected because a monitoring citizen challenged the staff  before the final stamp was issued.

 

Critics argue that without transparent logs, independent verification, or digital cross-checks, South Korea’s current electronic vote tabulation structure is vulnerable to manipulation or unexplained modifications.

 

This discrepancy may seem small, but in a high-stakes national election, every miscount undermines global trust  Election observers worldwide are calling for independent forensic audits, real-time data release, and cross-verifiable results  to restore credibility to South Korea’s democratic processes.
