In a Jeonbuk province tabulation center, officials added 3,793 and 270 and somehow reported 8,494 votes—double the correct total. The error was caught only because a citizen observer intervened before the presiding officer applied the official seal.

 

Under South Korean election procedures, once the tabulation sheet is stamped by the presiding official, the count becomes legally final and unchangeable—even if incorrect. This structure prevents post-factum correction and allows errors—or manipulation—to persist unchallenged.

 

Critics argue that such a rigid, seal-based system is unsuitable for electronic vote management, where anomalies should be easily traceable, auditable, and reversible. Without a transparent verification process, any stamped miscount is indistinguishable from potential fraud.

 

This case illustrates how structural rigidity can act as a shield for serious errors or deliberate tampering.
