According to South Korean law, sealed ballot boxes must be transported by designated vehicles to counting centers. But during the June 3 election, video footage captured election workers carrying boxes by hand into buildings—bypassing all official transport protocols.

In some cases, large opaque bags and cardboard containers entered counting centers without verification. Civilian observers testified to seeing new, uncreased ballots inside paper envelopes carried by hand.

This procedural breakdown creates obvious opportunities for tampering. If unauthorized ballot additions occur during transportation, there is no way to detect or undo the manipulation under current systems.

The footage highlights how even minor violations of transport protocol can undermine the integrity of an entire national election.
